What COTS/GOTS technologies exist for ground deployed persistent ISR?

DSIAC received a request for commercial and government off-the-shelf (COTS/GOTS) technologies that could be used for stationary persistent wide area and target quality Intelligence, Surveillance, and Reconnaissance (ISR) for long range and low-altitude detection, track, and classification of aircraft, ground vehicles, and dismounts and related activities. DSIAC subject matter experts (SMEs) at Georgia Tech Research Institute (GTRI) researched what is currently used for such operations and technologies in development that could achieve such tasks within a desired cost number.
