What solutions are there for portable, configurable, and reliable radio-frequency (RF) emitters and the software to remotely control them?

DSIAC was tasked with providing government off-the-shelf (GOTS), commercial off-the-shelf (COTS), or high technology readiness level (TRL) developmental solutions for portable, configurable, and reliable RF emitters and software that can be remotely controlled from a standard laptop employed by experts at the unit level in support of the U.S. Department of Defense (DoD). DSIAC searched open sources for potential solutions and collaborated with the inquirer to create a set of general requirements to form an Active Technical Inquiry that was shared on the DSIAC website, DTIC DoDTechSpace, and to the DoD Communities of Practice. DSIAC collected 13 responses (from 6 DoD and 7 industry organizations) that provided comments, proposed solutions, and offers of design/development support to the inquiring agency.
