Given two different types of ceramic chip capacitor, which is appropriate to use when making predictions involving industrial grade ceramic chip capacitors?

DSIAC was asked to do research involving two different types (CDR and CK/CKR) of commercial/industrial grade ceramic chip capacitors listed in MIL-HDBK-217F. The inquirer was uncertain because CDR would seem the obvious choice but CK/CKR (general purpose) have better base failure rates that would seem to be in line with ceramic capacitor failure rates. DSIAC reached out to subject matter experts (SMEs) at the Texas Research Institute Austin while also performing open source and DTIC literature searches. Input from the SMEs was consolidated into a response report, combined with bibliographies of relevant resources, that was supplied to the inquirer.
